Locate Specific Phrases Among Any Open Issues in One Single Repository

I was looking through a rulebook Github, searching for a certain comment unrelated to a while issue, but could not find it. With that information I thought a new issue was merited. However, I could not find the comment, albeit short in length, as users can only search for created issues.
I propose that the search bar used for finding an issue in each different Github page has options for any phrases from any open issue in that repository, phrases that a certain person wrote, in addition to finding an open issue (which is already an option). This would make for easier use of Github when trying to find specific information.
