Github won't activate payment for an upgrade - tried two valid payment cards #205954

I was trying to upgrade to Github Pro as I'd run out of credits on the lower level paid plan using a payment card Github was already successfully using. My bank sent me a message to check and approve the transaction, but I didn't notice this so Github didn't activate the payment. I then contacted my bank and they have confirmed that Github can now charge the card without further approval from them. However whenever I ask Github to activate the upgrade using https://github.com/github-copilot/pro-plus/signup?cft=copilot_li.copilot_plans.cfi it responds "Payment didn't go through
We are having a problem billing your account. Please update your payment information.". I have tried another valid payment card from a different bank and comes back with the same answer. Please help.
