Github won't activate payment for an upgrade - tried two valid payment cards

I was trying to upgrade to Github Pro as I'd run out of credits on the lower level paid plan using a payment card Github was already successfully using. My bank sent me a message to check and approve the transaction, but I didn't notice this so Github didn't activate the payment. I then contacted my bank and they have confirmed that Github can now charge the card without further approval from them. However whenever I ask Github to activate the upgrade using https://github.com/github-copilot/pro-plus/signup?cft=copilot_li.copilot_plans.cfi it responds "Payment didn't go through
We are having a problem billing your account. Please update your payment information.". I have tried another valid payment card from a different bank and comes back with the same answer. Please help.

Still nothing. Different browsers (Chrome, Safari), different computers (mac, linux), nothing works. I have to work. Will try OpenRouter

I understand it is a block a support agent have to lift. LTRichHouse kindly provided link above. It is also unclear to me wether an upgrade actually helps your credit status THIS month, or if you have to wait 3 weeks until next reset at Oct 1st. I took the cost of paying to continue. (Grr)

I'm after expiring additional budget using pro+. Upgrade to max is my only option. Or wait 1st of October! I don't mind upgrade to max, I mind I can't do it!!!!!!

FIXED! I had to delete active subscription then start a new one in max. Not upgrade! That worked!
