Copilot in GitHub
Body
My primary concern is PR reviews. I know how to disable automatic copilot reviews (in the mutliple spots), but is there a way to remove copilot as a potential reviewer (in the drop down list of repo members eligible to review) so my students don't accidentally select it?
But in general - I really don't understand how to set Copilot settings on my Education enabled Account (where Copilot is automatically turned on...is there a way to turn that off?). I am an instructor, not a student. I put my student repos into an organization, and control a lot of repo settings for them that way. Note that my students join their repos as invited external collaborators, not Organization members. BUT when i try to set anything related to copilot from the organization level, I have very few options. I would prefer to simply disallow its use, but there seems to be no option for that.
