Sometimes, if a payment method has a status issue (like being expired or requiring re-authorization), GitHub will throw a generic "budget exceeded" or limits error even if the numerical budget hasn't been reached. User-Level Limits: Verify if there are any specific user-level spending limits set that might be restricting you individually, regardless of the organization's total budget. Contact GitHub Support: Because this is a billing account issue and community members cannot access backend systems, you will likely need GitHub staff to reset the state.
