It has been 19 days since my student benefit request was approved, but the student developer pack still hasn't been made available to me.

Since your student status was approved 19 days ago, this is well beyond the 72-hour window mentioned in the approval message.

I would check the following:

1. Go to https://education.github.com/pack and make sure the Student Developer Pack still shows as approved.
2. Log out of GitHub and sign back in, then check the benefits page again.
3. Check your email, including spam/junk, for any GitHub Education or benefits-related messages.
4. If the benefits are still stuck on "Awaiting Benefits" after 19 days, I would contact GitHub Education Support rather than reapplying. There have been cases where approved accounts remained stuck because of benefit-activation/synchronization delays.

Since your academic status itself is already approved, reapplying shouldn't be necessary.
