This is a common issue, and there is a path around it — you don't need a community manager to manually flag anything.
University Exchange admins can usually add a mail-flow rule for specific senders in a few minutes if you explain it's blocking degree-required tool verification — worth escalating to them in parallel with the below.
Your Certificate of Registration (COR) for the current semester Make sure the document clearly shows your name, TUP Manila, and a current date — that's what the human reviewer checks.
Applying from a different browser/incognito window (sometimes a stuck verification session on the school-email step blocks the alternate path from showing)

Hi everyone,
I am a student at the Technological University of the Philippines (TUP) Manila, studying BSIT under the College of Science.
Our university's Microsoft Outlook mail servers are completely blocking external automated system emails from GitHub. Because of this firewall block, I cannot receive the account verification links or code sequences sent to my school email address (randyjr.alonzo@tup.edu.ph). It does not appear in my Inbox, Other tab, or Junk folder.
The automated application form locks me out because I cannot verify the school domain, and individual manual support tickets are currently closed. I have my official, valid TUP Certificate of Registration (COR) for the current semester completely ready to prove my enrollment.
Could a community manager please help flag my account so I can bypass the automated domain requirement and upload my COR document for review?
