Stuck with an outstanding request error preventing reapplication for GitHub Education

Hi everyone,

I am currently trying to apply for the GitHub Student Developer Pack, but I am running into an issue where the system blocks my application with the error: "There was an error creating the discount request. Errors: Discount request could not be created. Discount request errors: You have an outstanding discount request for @vuhonghanh230107-del. We will get back to you soon."

My previous application was rejected, but the system is still keeping an outstanding request stuck in the background, preventing me from submitting a new application even though I have updated my billing details and academic documents.

Could you please help me check and reset/clear this stuck request so I can reapply?
