There is a lot of inconsistency with how different aspects of the CoPilot Cloud system can authenticate with MCP servers. Specifically with their ability to leverage GitHub minted OIDC tokens. See here:

• GitHub Agentic Workflows have support for issuing OIDC tokens for MCP servers (docs)
• GitHub CoPilot Cloud Agent has copilot-setup-steps.yml which can use a GH OIDC Token to login to MCP servers (docs).
• GitHub CodeReview Agent (nothing)

It would be nice to have a consistent interface so we can easily use MCP servers (critical for effectiveness).
