When on the discussions tab on a repository, if you are not allowed to create a discussion, the create discussion button is just not displayed at all. This makes it very confusing and doesn't make clear the fact you can't create a discussion. It would be way better if it was written or if the button was greyed out with a label when hovering indicating that fact.
This issue has been reported at least in 2020, still hasn't been fixed unfortunately.
