Why doesn't github.com have a multilingual interface?

I would like to report a serious usability problem with the GitHub Enterprise settings interface.

The page https://github.com/settings/enterprises does not provide a language selector, and the GitHub interface is not available in Russian. This is especially frustrating for users who work with enterprise settings and other administrative features, where precise understanding of every option is important.

What makes the situation difficult to justify is that third-party browser translation tools can translate the entire page correctly and almost instantly. In Microsoft Edge, however, GitHub does not provide a native language option for this page, and the interface remains effectively English-only.
This does not appear to be a fundamental technical limitation. Modern web applications commonly support localization, and GitHub already has multilingual documentation. The absence of basic UI localization makes the product feel incomplete and excludes users who work more comfortably in other languages.
Please consider:

1. Adding a global language selector to GitHub.
2. Supporting Russian and other widely used languages in account, organization, and enterprise settings.
3. Ensuring that dynamically loaded administrative pages are included in the localization system.
4. Clearly documenting which parts of GitHub are localized and which are not.

GitHub is a platform used by people all over the world. Requiring users to rely on third-party translation tools for essential administrative pages is not a good user experience, especially for a product owned by Microsoft.
