Repeated rejections are almost always caused by one of these, not the camera itself. When I got verified, these are what mattered:

1. Billing name matches the document. Go to Settings → Billing and licensing → Payment information and set your full legal name exactly as it appears on your proof document. A mismatch is the most common rejection reason.
2. The document must show a current date. Your name, your school’s name and a date in the current academic term should all be visible. ID cards without a date or expiry often get rejected; an enrollment certificate or current fee receipt works better.
3. Take the photo through the application’s camera prompt, with good lighting, the whole document in frame, and no glare. If it’s blurry, the reviewer can’t read the date or name.
4. Turn off any VPN and allow location access when asked. Applying from a location far from your school can trigger a rejection.
Enable two-factor authentication on your account before applying.

After fixing these, wait a little before applying again. The rejection page usually lists the specific reason, which tells you which of the above to fix.
