Actions: pull_request events intermittently not delivered to feature branches (push to main works)

Description

Since 2026-10-09 ~17:30Z, pull_request events are intermittently NOT delivered to GitHub Actions on feature branches in Okan-wqm/aquaculture_platform. Third-party GitHub Apps (Vercel, SonarQube) DO receive the events on the same SHAs — only Actions is affected.

Evidence

1. Zero Actions runs on affected branches while check-suites API shows Vercel + SonarQube suites present
2. push events to main work fine — runs at 09:40:25Z on 2026-10-10 fired all 5 workflows immediately
3. workflow_dispatch works on the same branches — dispatched runs complete successfully
4. Multiple delivery attempts all silent: empty commits, PR close/reopen, draft/ready, branch delete + re-push, fresh branches + fresh PRs
5. Intermittent by time window: some pushes fire immediately (03:04Z, 05:07Z, 22:04Z), others never fire (17:30Z+, 06:00Z+, 09:45Z+)

Impact

Required status checks (merge-gate, build-status, aria-merge-authority) cannot complete on affected PRs, blocking merges. PRs #1937 and #1938 are currently blocked.

This looks like a GitHub-side pull_request event routing issue, not a repository configuration problem.
