Hello,

I have a question regarding GitHub Copilot licensing for an existing organization.

Our organization currently shows:

• GitHub Copilot Business
• 22 assigned seats

We recently connected Azure billing successfully and GitHub reports that all metered services are being billed through Azure.

However, our organization still shows GitHub Copilot Business, which is why I am trying to understand whether a separate Copilot Enterprise entitlement should be visible somewhere.

My questions are:

• How can I verify whether GitHub Copilot Enterprise is active for an organization?
• Where would the Copilot Enterprise entitlement be visible?
• Should the organization settings, billing section, or licensing section explicitly show "Copilot Enterprise", or are there other indicators that confirm an organization is using Copilot Enterprise rather than Copilot Business?
• If an organization transitions from Copilot Business to Copilot Enterprise, what changes should be visible within GitHub?

Any guidance from organizations that have already gone through this process would be greatly appreciated.

Connecting Azure billing does not itself upgrade Copilot Business to Copilot Enterprise. Azure is the payment route; the Copilot plan assigned to the organization is a separate setting. GitHub’s Azure billing documentation describes paying for Copilot through the connected subscription. The 22 seats alone do not identify the plan tier.

Ask an enterprise owner to open the enterprise account → Billing and licensing → Licensing → Copilot: Manage → Organizations, then find your organization. The organization’s Copilot selection is the useful confirmation: GitHub documents the choices Copilot: Enterprise and Copilot: Business for organizations in an enterprise with the Enterprise plan. Different organizations can have different assignments. See Granting access to Copilot.

For an upgrade, GitHub documents selecting Copilot Enterprise for that organization in the same area. Afterward, that organization-level assignment should reflect Enterprise; there is no need to infer the tier from model availability or the Azure connection message. If the upgrade option is missing, GitHub directs you to Support or your account manager. Moving a standalone organization subscription into an enterprise also needs coordination to avoid duplicate billing. See Upgrading Copilot.

Based on your description, I would treat “Copilot Business” as the current reported assignment until the enterprise owner confirms otherwise. If this answers your question, please consider Mark as answer so others can find the resolution.
