T 403 Forbidden when adding a credit/debit card — Payment form never loads

Hello GitHub Community,

I'm experiencing a persistent billing issue with my personal GitHub account and would appreciate help from anyone who has encountered something similar.

Problem

When I navigate to:

Settings → Billing and licensing → Payment information → Credit or debit card

The card entry form immediately displays:

403 Forbidden

The error appears before I can enter any payment details. This is not a declined transaction — the card form itself never loads.

Details

• Duration: Approximately one week, as of October 19, 2026.
• Browser: Google Chrome.
• PayPal: The PayPal option loads normally, including the redirect.
• Credit/debit card: The form immediately returns 403 Forbidden.
• VPN: Not in use.
• Card: Works with other international online services.
• Purpose: Adding a payment method to enable paid GitHub Actions usage.

Troubleshooting already attempted

• Tested Chrome Incognito mode.
• Disabled browser security/content filtering.
• Retried multiple times over approximately one week.
• Confirmed that the issue happens before any card information can be entered.

None of these steps resolved the issue.

Questions

1. Has anyone experienced this exact 403 Forbidden error when loading GitHub's credit/debit card form?
2. Could this be an embedded payment processor or iframe restriction?
3. Is there a way to identify which payment-related request is returning 403?
4. Has anyone found a working solution without switching to PayPal?

I have already submitted an official GitHub Support ticket and am waiting for a response.
