A minimal ubuntu-latest workflow failed in a second repository under the same account:
borvat/borvat-global-marketplace, run 39347747711.
It ended as startup_failure with no jobs. The runner smoke test in borvat/sam-greenfield also failed before any steps; its PostgreSQL job was skipped.
Could GitHub check whether the borvat account is restricted from starting hosted runners, or investigate runner assignment for these runs?
