GitHub Actions artifact upload reports storage quota exceeded despite low visible usage

Hello,

I'm using GitHub Free and encountering this error when uploading an artifact with GitHub Actions:

Failed to CreateArtifact: Artifact storage quota has been hit. Unable to upload any new artifacts.

I've checked the following:

• The accessible repositories contain approximately 540 artifacts totaling 5.5 MB according to the REST API's size_in_bytes field.
• The personal account has no packages returned by the GitHub Packages API for the supported package types.
• The billing usage API reports accumulated GB-hours, which does not establish current storage occupancy.
• No artifact upload retry or deletion has been performed to test recovery.

The affected workflow completes its functional tests successfully, but the mandatory artifact upload fails.

Could GitHub staff or the community clarify:

1. How to inspect the current enforced Actions artifact and Packages storage quota for GitHub Free.
2. Whether quota accounting may remain blocked after the visible artifact inventory falls below the allowance.
3. Whether a quota reconciliation or support path is available without deleting retained evidence or upgrading the account.
