Can we come up with HOWTOs for new COPTR editors

An excellent suggestion in a recent PR-SIG was having some kind of HOWTO documents (probably linked from https://coptr.digipres.org/About_COPTR) that made is clearer how to do some basic types of record update. Similar to how Wikipedia has guidance for new editors on how to update articles, notability, etc.

One fairly simple starting point would be how to update the 'Maintained' status on a tool. For example, if a GitHub repo is clearly ARCHIVED that's one thing. But what it if appears to be abandoned? How many months/years since a release/update before we call it Unmaintained. etc.
