Since things are showing up in the mode-line:
It seems something is loading, but not everything. Hard to tell. Inspect the *Messages* buffer for warnings/errors at startup. An error, anywhere, can stop Doom from starting up fully.

Install Emacs as described in the Getting Started Guide.
Of course, I have set the System enviroment variable
