Prerequisites

• I have searched for similar features requests in both open and closed tickets and cannot find a duplicate.
• The feature is still missing in the latest stable version of Elementor ( Elementor Pro )

What problem is your feature request going to solve? Please describe.

The button hover animation needs to be added to the site setting and needed responsive options.

Describe the solution you'd like

Button hover animation needs to be added to site settings, to remove the need to customise every button. And button hover animation should be responsive to devices so that it can be toggled to "none" for tablets and mobile.
