Add dynamic capabilities to "Open in new tab" for links

Prerequisites

• I have searched for similar feature requests in both open and closed discussions and cannot find an existing request.
• I have verified that the feature is still missing from the latest stable versions of Elementor or Elementor Pro.

What problem is your feature request going to solve? Please describe..

Currently with loops and ACF etc there's no way to have user side option for differen't posts to open in a new tab if they need to or now. For example a custom post type of resources where some links are internal pages and some are external pages that we'd want to open in a new tab

Some type of way in which the "open in new tab" option with links can be dynamically interacted with so a custom field for example could check or uncheck that option.
