Add an up/down one level button to Navigator/Structure

Prerequisites

• I have searched for similar feature requests in both open and closed discussions and cannot find an existing request.
• I have verified that the feature is still missing from the latest stable versions of Elementor or Elementor Pro.

What problem is your feature request going to solve? Please describe..

When dragging and dropping sections/containers etc in the Navigator panel, it's frustrating on a complicated/long layout to drop the container exactly where you need to, particularly if the interface hangs as it frequently does.

Describe the solution you'd like.

A simple +/- button included in the Navigator would allow sections to move up one by one and eliminate the need for dragging and exact dropping which if misplaced can break a layout.
