Allow Icon List widget to give icons stacked or framed like the Icon boxes and icon widgets do

Describe the Problem

When I use the icon box or icon widget I am able to give the icons a stacked or framed look however whenever I use an Icon list I do not have this option and I feel there should be parity here as many times I end making a more complicated structure than needed simply cause I can't use something other icon widgets have.

Propose a Solution

Give all Icon widgets the option to give icons a framed or stacked look
