Phased rollouts for plugins (and themes)

As phased rollouts is currently an idea that's being discussed in WordPress core Trac and seems like a thing that FAIR can (and should?) have an opinion about, or differentiator, or get there first or whatever, I wanted to toss the idea out there and see what thoughts there might be about this in a FAIR context. Currently, it seems like the Trac ticket is largely throwing spaghetti at the wall to see what sticks.
