AspireCloud Working Group

We currently have an aspirecloud channel in Slack and are sharing developer resources between AspirePress and FAIR. With AspireCloud being a FAIR dependency, it would make sense to formalize a WG within FAIR, so that's being proposed here.

0.4.1 is out. Needs release tag.

Notice that tag for 0.4.0 still shows version as 0.3.0 which is why continuous updates are seen.
