Allow reactions on a message to be reordered

Problem

The order of reactions on a message cannot be changed without removing and adding them again

This is inconvenient when reactions are meant to represent ordered options, steps, or rankings

Proposal

Allow the message author and users with permission to manage messages to reorder reactions, for example by dragging them into the desired position

This should therefore also be possible programmatically

The chosen order should be preserved

Notes

Issue #354 covered preserving the order reactions were added in, but not manually changing that order
