Resizable Expressions Panel

[Starveldt]

Problem

The first issue I encountered which I found to be really bad QoL for my huge monitors was this:

On Discord, I expanded the width of my expressions panel so I could see more of my stickers and gifs:

Though, to my knowledge, I am unable to do this in Fluxer.

Proposed solution

Add the ability to resize the width of the expressions panel, allowing more stickers and GIFs to be viewed at once

This has been implemented on latest canary already! Went through some old feature requests and thought I should point out that you can now resize the channel list, the expression picker popout, the pinned messages popout, and the inbox popout, in all directions.
