Right now, the admins can pin messages and users can view them either via CTRL+P or clicking pinned messages icon on the top right.
Many messaging apps show pinned messages on top of the chat area. Here's how WhatsApp does it:

Of course, this is not the default behavior of Discord. It has the same behavior as Fluxer.
Proposed solution
I propose to show pinned messages. This is apparently how Telegram handles multiple pinned messages (just to give an idea):

The UX of Discord and Fluxer is almost one-to-one, which is understandable as we do not want to alienate anyone who migrates to Fluxer from Discord. This, however, I think, would be a good addition.

I searched for existing discussions and didn't find a duplicate.
I think having a single sticky message where this red line is would work best, and with a max of two lines (so it doesn't become obnoxious), but when you click to it you jump to the message.
