Some users like to use the reply feature a lot and often leave the pings enabled. This can upset some other users as it causes a lot of pings.
Turning off the reply's ping when writing it also removes the message highlight for the target user making replies harder to see in some cases, and some people might want to change the default for whether a reply they're writing should ping or not.
Proposed solution
Add a toggle for whether replies targeted at you causes a ping
Add a separate toggle for whether replies targeted at you are highlighted (Alternatively, make them always highlighted)
Add a toggle for the default ping behavior of replies you're writing
