Hide Uptime bar for Local Resources

Summary

All the public resources have nifty uptime monitoring, which does not work when the resources are local, I would suggest just hiding the uptime bar there and replace it with something else that’s more indicative of the fact that the given resource does not support uptime monitoring.

Motivation

Looking at the resources page I always end up being stumbled by the fact that one or two resources have empty bars for healthcheck. It’d be really nice if it could be hidden or replaced with something more useful

Proposed Solution

Either hide the bar or replace it with something useful for the local resources.

As an example, the last resource says "no data" maybe it can be replaced with "Local Resource" or just "local" just like it is on the sites tab. for the uptime data, it can just be hidden for local resources.
