Announce: ECSD

This is an announcement for ECSD and a tracking issue. ECSD is a daemon that receives an email via HTTP and scans that email with all the available scanners, in parallel. Currently supported scanners are clamav, dcc, maildmarc, opendkim, rspamd, spamassassin, and virustotal.

The main goal: let @haraka/plugin-ecsd reuse each native scanner (clamav, dcc, rspamd, spamassassin) plugin's results handling so an ecsd scan is indistinguishable from a direct plugin scan — same result names/shapes, same reject decisions, same config files.

Ecsd-plugin inherits each scanner and it's config, feeds each engine's daemon raw results through that plugin's parse_/handle_, and collapses the per-engine actions into one verdict (most severe wins: DENY > DENYSOFT > accept). Engines without a native plugin (virustotal, …) are annotated for visibility.
