Describe the enhancement

modbus supports climate, that I use now to control my water heater.
But I guess it would be better to add it as a water_heater.

It has a lot in common with a climate entity.
Some code could be re-used or shared

water_heater has other modes, also fan_mode_register and swing_mode_register would not exist.

Use cases

I think it's not urgent as climate entity does the job, but would be a nice addition to the modbus integration.
