Scheduled "Live TV" based on local media

I am a person who works in at least two modes.

1. I know exactly what I want to watch and then pick Independence Day or Star Trek IV for the 100th time
2. I just want sci-fi or adventure or MacGuyver or ...

My proposal deals with the second option. It would be nice to have a locally simulated live tv channel setup. I could add media or collections to different local channels and they just play all the media based on the local time in a loop like a normal tv channel would that e.g. just plays sci-fi content.
If I enter the local live channel it just plays what would be in the schedule at the current time and jumps to the corresponding position within that media file.
