Remember window size for System Settings and Xlet settings dialogs

Hello. I'd like to suggest a small usability improvement. Some configuration windows, such as System Settings and the settings dialogs for applets, desklets, and extensions, always reopen at a small default size. On high-resolution displays, this means resizing them every time. It would be great if these windows could remember the last size chosen by the user, or open large enough to fit their content. Many other desktop applications already remember their window geometry, so having Cinnamon's own configuration tools behave similarly would improve usability.
