migrate from Makefile to justfile

In all of my professional projects, I have migrated from make to just: https://github.com/casey/just

This is the modern alternative to Makefiles, the syntax is much more readable to humans. In my two years working with just, AI assistants big and small have had no trouble helping me write these files.

The behavior change will be to replace your habit of typing make with just, If I get a 👍🏼 to make this change, I would keep all the target/recipe names the same.
