What if we didn't uncover all aspects of why pull requests are so massive popular - maybe we do like the "pain"?
I think we have not uncovered why those that can make the wait state with reviews go away, is still not doing it. Beside all the good things mentioned in the reference, I suggest there might still be reason to uncover that are also good.
What Are You Hoping to Achieve
I'm hoping to spike some thought work around why pull requests are so massive popular. Are it really mass insanity or are there still aspects to be uncovered.
Publish some hypothesis of why pull requests despite it blocks our daily work, are still so popular - or well, massively used.
I'm challenging a mindset and opinion I also myself share that are already well described in related material and possible even other places.
I do agree pull-requests are blocking work, and over and over again in every role and company I have been in, some of the first thing I do is to make a write-up that allows us to be unblocked by pull-request in my team, while still somewhat compliant and still benefit from many of the good things pull requests or peer reviews can contribute with in a team.
Even with such a workflow - my self included - I see pull request still being used in a blocking way.
My hypothesis is that maybe we like the breaks ? Maybe we use PRs to get affirmation and recognition indifferent if we're junior, senior or even lead ?
Who will tell their employer they like PRs because there is time for coffee breaks, time to stop up and think before throwing oneself into the next problem.
Do review wait states serve as a needed break ?

A desired outcome to be to start with a blog post, but it could also later extend to some research that could shed light on some hypothesis and claim such blog post might state.
Who Do You Have in Mind
All professional software developers in small as big companies are usually doing pull requests. These are the ones we claim to help or suggest better ways. It is our claim pull requests are blocking, and it is hard to argue otherwise.
Would it be helpful for all these developers to make blocking pull request go away?
