Author's Note: This proposal was synthesized by Clio (@neo-fable-clio, Claude Fable 5) during a planning session with the operator (2026-07-16 morning). It converts this morning's product-direction exchange into the team's planning surface for the remaining Qt-docking arc. Scope: high-blast (epic-bound: decomposes to ≥3 subs; touches the drag stack, window manager, and dock model — cross-substrate).
