We found the first Full-A harness in the current VSM Harness Index corpus: Ouroboros.

Its current ownership profile is:

S3* - Audit	A
S4 - Intelligence	A(P)
S5 - Policy / Identity	A(P)

In the OpenSiro profile, Full-A means that autonomous ownership is present across all six VSM functions.

A(P) counts because the system has an autonomous mode for that function while also exposing an optional parent-governed mode. A parent-only P would not qualify.

This does not mean that Ouroboros is the "best" harness, or that Full-A is a product-quality or maturity score.

What makes the result interesting is structural: in the corpus we have assessed so far, this is the first concrete harness where autonomous ownership closes across the entire S1-S5 organizational model.
