backports: cmake 3.18.4 is added

I've added cmake 3.18.4 to backports repositories of the following distros.

Ubuntu	Focal (20.04)	amd64, aarch64

The images are rebuilt and the new cmake version is preinstalled.

Installed as cmake3 on CentOS 7 (stock cmake left intact and its version is 2.8.12).

We (in tarantool) still need to build relatively modern software for relatively old distros, hence the update. cmake provides a good level of backward compatibility, so the update should be generally safe (it went without any problem for us).

If anything goes wrong with this update, I'm sorry for the inconvenience, and, please, let me know.
