Migration of AI capabilities

In order to more effectively separate concerns and improve cognitive load and division of responsibilities amongst maintainers, we have decided to migrate all AI capabilities (filters, features, storage, etc) from this repository over to https://github.com/praxis-proxy/ai.

Note:

• If you had an issue open here that was AI-specific, it will be migrated to the new repository for you.
• If you had a PR open to add AI feature here, you'll need to re-create that PR against the new repository.
• Going forward the praxis container image will include only core Praxis capabilities, praxis-ai will include that plus add AI features.
