Yes. Via usb, cd-rom, sd-card etc. I mean desktop application with all functions of Pybricks included. I need to use pybricks on new laptop sometimes, without internet connection. For example, I come to a distant school with problem of internet connect and I need to use Pybricks on local school computers. This local computers are not connected to internet, or there are firewall, often.

If you have a local network and don't need the Pybricks block language, you could host your own copy of Pybricks.

You will need node.js to build it. See https://github.com/pybricks/pybricks-code/blob/master/CONTRIBUTING.md for instructions.

And you will need to set up a web server with HTTPS to serve it. WebBluetooth will not work without HTTPS. If you use a self-signed certificate for the HTTPS server, then you also need to install the public certificate on all of the web browsers that will access it (otherwise they will get a security warning - although this warning can be safely ignored if you don't want to go through the trouble of installing the certificate on all of the computers.)
