Reporting Issues & Opening PRs

Is there a recommended way to report an issue and suggest a fix? I know the project uses JIRA but AFAICT its not possible as an external party to submit to it.

I opened #4928 last month and it hasn't been noticed as far as I can tell, and I've spotted another issue around argument parsing I could submit a change for if external submissions are accepted.

Hello @mpiggott Sorry for the delay. Submitting a PR like that is fine. I can always file the Jira for you. I do think contributors can create a Jira account, but it does expire rather quickly. I wouldn't blame anyone for not wanting to create an account :)
