Repository for SCL

We have moved content from several repositories into one. /SCL not contains roadmaps for learning communication and programming. Also it contains documentation/tutorials for Bee, EVE and a /project folder where we will add tutorials for other projects. The older repositories /cse and /vip will be archived. Projects /eve and /bee will continue to have individual repositories fro maintaining specification and reference compilers. We track issues individually/project. Maintaining /SCL is done in parallel.
