Webhooks Within Threads and Forums (When Those Get Added)

If/when threads and forums get added, there should be an ability to have webhooks within those. This would be useful for cross-platform or cross-community bridging and other webhook related things.

I know Discord doesn't have webhooks for threads or forum posts, but Matrix does seem to allow for bridging contents from threads(within Matrix), and other platforms might end up allowing for bridging within threads or similar post structures. Hopefully Discord would add webhooks for threads and forums, but IDK. Perhaps with webhooks in Stoat threads and forum posts, we might be able to bridge with Matrix threads.

In any case, when threads and forums get added, I suggest for Stoat to add abilities for webhooks for them and their contents, so bridges and other webhook functions can be made for those.
