Request to open Windows ARM64 application packaging draft PR

Hi Upscayl maintainers,

I have prepared a Windows ARM64 application-packaging change, but this repository currently limits pull-request creation to collaborators.

The proposed change adds:

• Windows ARM64 packaging on GitHub's windows-11-arm runner;
• native ARM64 Node.js and Sharp validation;
• verified ARM64 backend and OpenMP runtime staging;
• ARM64 Electron, ZIP, and NSIS packaging;
• recursive native-binary closure checks;
• architecture-labelled artifacts;
• hash-verified public backend payload input without contributor-fork or private-token coupling.

The implementation lineage successfully produced and installed an ARM64 package, which was validated on physical Snapdragon Windows hardware, including native Qualcomm Vulkan inference and an offline application run.

The companion backend draft PR was submitted separately(upscayl/upscayl-ncnn#15); only the application repository is blocking PR creation.
