City names don't work? TLC in different folder?

1: So when I use Amsterdam, Netherlands or Barcelona, Spain I get error message 509. lan and long works tho.
Had to copy the content of my TCL folder from Python\Python313 to Python\Python313\Lib for it to work. the error showed it never checked the first folder for any TCL.
Are these errors on my end or is this bugged?

It’s not clear what you‘re referring too.

A Python installation does not include a «TCL» directory, not at the root nor in lib.
