Updates the release GitHub Actions workflow to use a dedicated repository secret for pushing artifacts/tags, instead of the default GITHUB_TOKEN.
Changes:
- Switch reusable-workflow secret mapping from
secrets.GITHUB_TOKENtosecrets.PUSH_TOKEN.
