There is a skipped test for the token bucket algorithm. Intent was unclear. Refactor this test and get it to pass.

I've updated this test and will include the update in the next PR. If we update TokenBucket to allow customization of a refill time period (#30 ), we should give these tests a good look and refactor as needed.
