This adds a SubtCommon library and all other targets link against it. This makes the CMakeLists a little clearer and reduces duplicate work Signed-off-by: Michael Carroll <michael@openrobotics.org>

This moves a lot of our common functionality to a single library and then removes it from various locations in the code where it is duplicated.
