The process-monitoring USB example placed a full_command localfile inside agent_config, but OSSEC rejects remote command localfile entries pushed from the manager via agent.conf. Update the example to configure the localfile on each Windows agent's ossec.conf and cross-link the localfile restriction. Closes issue ossec#309 Signed-off-by: Scott R. Shinn <scott@atomicorp.com>

The merged ossec#341 USB fix links to :ref:`full_command`, which Sphinx does not resolve from the manual page. Point to ossec_config.localfile instead. Assisted-By: Auto
