Add support for Gemini URL Context

The URL Context tool enable Gemini to fetch URL content.

This is a pretty convenient tool, so I'd be keen to find a way to get it in the pipe.

I am not sure how to best enable / disable it:

• via a standalone Valve: it's a pretty basic tool, that, I think, a lot of users expect the LLM to be able to do; so a global parameter may be relevant
• Enable it together with the web search tool, so that it can be switched on / off by users easily via the UI. both are related to 'web content', and combining both makes the web search more powerful. This also offer a convenient way for user to enable / disable.
• via a standalone tool: the most flexible, but 'harder' on users.

What do you think? any preference?

I'm leaning towards Valve or in the web search tool.

Feel free to choose whichever one you find best.

I decided to go with the web search tool option.

There may be ways to report on URL successfully fetched and/or errors, but this can come later and would require more changes and testing.
